BC Provincial Nominee (BC PNP) 2026 Changes: Health Care, Construction Trades & High-Skilled Professionals
On April 23, 2026, British Columbia announced immediate changes to its Provincial Nominee Program (BC PNP). The program update states a renewed focus on health care, skilled construction trades, and high-skilled, high-paid occupations under three core objectives: Care, Build, and Innovate.
The program has been significantly simplified. BC removed the tech-priority stream, international graduate streams and entry level and semi-skilled stream. Candidates outside the health care and construction trades streams will now fall under High Economic Impact (Innovate) invitations.
A new program guide has not yet been released, so it remains unclear whether BC intends to update its scoring system or other basic program requirements.
CARE
Two streams focus on health care: the Health Care Stream and the Health Authority Stream.
Health Care Stream
Requirements:
- Permanent, full-time job offer in one of the 36 in-demand occupations.
- Required qualifications and certifications for the occupation.
- Minimum two years of full-time equivalent skilled experience in any occupation.
- Required PNP score for the invitation received.
In-demand occupations span health care, veterinary, and education fields. Notable conditions include:
- Healthcare assistants/aides must be registered with the BC Care Aide & Community Health Worker Registry
- Early Childhood Educators are restricted to those holding one- or five-year certificates.
- Teachers must be employed within the BC public school system and are restricted to French-speaking candidates holding a minimum CLB 5. This aligns with the additional 5,000 spaces allocated to provinces and territories to target Francophone candidates specifically.
Health Authority Stream
This stream remains a direct-application pathway to a provincial nomination, bypassing the invitation-based scoring system.
Most candidates require a permanent, full-time job offer with a provincial health authority. Physicians, nurse practitioners, and midwives are exempt from this requirement but still need health authority support to apply.
All candidates must demonstrate they meet the training, qualifications, and licensing required by the health authority.
Additional conditions apply to specific roles:
- Social and Community Service Workers must hold a degree or diploma in social work or community health services.
- Dental Assistants must be licensed in their occupation.
- Healthcare assistants/aides must be registered with the BC Care Aide & Community Health Worker Registry.
One-time Initiative
In June 2026, BC will open a one-time stream for up to 250 workers in cleaning or security roles currently employed with a health authority in a rural or remote community.
BUILD
The Construction Trades stream has changed significantly. There are only 9 occupations listed under this stream.
Trade workers must also hold a valid trade certificate issued by SkilledTradesBC that matches the job offered.
Candidates are subject to all other requirements:
- Permanent, full-time job offer in one of the 9 in-demand occupations.
- Required qualifications and certifications for the occupation.
- Minimum two years of full-time equivalent skilled experience in any occupation.
- Required PNP score for the invitation received.
INNOVATE
BC refers to these High Economic Impact invitations, focused on top talent across industries. This will include entrepreneurs.
2026 Invitations to date
At the time of writing, BC PNP has issued invitations to 450 candidates in 2026. Invitations have been based on either a high wage or high score, with the lowest requirement being $62/hour and $125,000 annual salary or a minimum score of 138.
BC is seeking an increased nomination quota from the federal government. The current allocation of 5,254 for 2026 is significantly lower than previous years, which averaged around 8,000.
Other notable changes this year include a processing fee increase from $1,475 to $1,750.
